The number of certified ballot measures for 2025 and 2026 is trending above the average as of Jan. 21, 2025.
For 2025, six statewide ballot measures have been certified in three states—Louisiana, Ohio, and Wisconsin. Six is three measures more than the average of three for this point in an odd-numbered-year election cycle since 2010.
For 2026, 10 statewide ballot measures have been certified for the ballot in eight states. Ten is five more than the average of five for this point in an even-numbered-year election cycle since 2010.
Here’s an update on the ballot measure activity during the past two weeks.
One ballot measure was certified in Wisconsin for the election on April 1, 2025.
Signatures have been submitted and are pending verification for one indirect initiative in Maine, which would appear on the ballot for Nov. 4, 2025. The ballot initiative would require voter photo identification. Signatures are also pending verification for two indirect initiatives in Nevada, which would appear on the ballot for Nov. 3, 2026.

As these citizen-initiated measures are indirect, the legislature has the option to pass them outright. Otherwise, with enough valid signatures, voters will decide these ballot initiatives.
The most recent signature deadline for citizen-initiated ballot measures was January 3, 2025, in Washington. Signatures were not submitted for any proposed initiatives.
The next signature deadline is January 23, 2025, in Maine. In addition to the voter ID initiative, a campaign is collecting signatures for an indirect initiative related to extreme risk protection orders and firearms.
