Ballot measures certification update: First Texas 2025 amendment certified; five new 2026 measures in AR, ND, and TN


The number of certified statewide ballot measures for both 2025 and 2026 is trending above average compared to previous election cycles as of April 29.

2025 ballot measures

For 2025, eight statewide ballot measures have been certified in five states—Louisiana, Ohio, Texas, Washington, and Wisconsin. This is two more than the average of six certified measures at this point in the election cycle across odd-numbered years since 2010. As of April 15, voters have decided on five of those ballot measures. Two are scheduled for elections on Nov. 4, 2025.

Over the past two weeks, one new measure was certified for the Nov. 4, 2025, ballot: the Texas Prohibit Taxes on Certain Securities Transactions Amendment. This constitutional amendment would prohibit laws that impose either an occupation tax on registered securities market operators or a tax on securities transactions.

2026 ballot measures

For 2026, 35 statewide ballot measures have been certified for the ballot in 21 states. Thirty-five is 10 more than the average of 25 for this point in an even-numbered-year election cycle since 2010.

Over the past two weeks, five new ballot measures have been certified in three states for the 2026 elections. All of them were constitutional amendments put on the ballot by state legislatures.

The following heatmap shows how many statewide ballot measures were certified each month from 2012 to 2026, grouped by two-year election cycles leading up to even-numbered general elections. Each row includes certifications from both the odd- and even-numbered years in that cycle, highlighting how active each month tends to be. The bottom row displays the monthly averages across all years.

Signature deadlines for 2025 and 2026

Signatures were verified for two indirect initiatives in Maine, which would appear on the ballot for Nov. 4, 2025. In Nevada, signatures were verified for one indirect initiative, which would appear on the ballot in 2026. As these citizen-initiated measures are indirect, the legislature has the option to pass them outright. Otherwise, voters will decide these ballot initiatives.

Signatures for a veto referendum were filed in Utah. The veto referendum, which would appear on the ballot in 2026, concerns House Bill 267 (HB 267). HB 267 prohibits public employers from recognizing a labor organization as a bargaining agent for public employees.

The most recent signature deadline for citizen-initiated ballot measures was January 23, 2025, in Maine. Signatures were submitted for the two indirect initiatives.

The next signature deadlines are July 2, 2025, in Ohio and July 3, 2025, in Washington for initiatives intended for the Nov. 4, 2025, ballot.
