Ballot measures certification update: Seven new measures for 2025 in CO and TX; six new measures certified in five states for 2026


The number of certified statewide ballot measures for both 2025 and 2026 is trending above average compared to previous election cycles as of May 13.

2025 ballot measures

For 2025, 15 statewide ballot measures have been certified in six states—Colorado, Louisiana, Ohio, Texas, Washington, and Wisconsin. This is seven more than the average of eight certified measures at this point in the election cycle across odd-numbered years since 2010. As of May 13, voters have decided on six of those ballot measures. Nine are scheduled for elections on Nov. 4, 2025.

2026 ballot measures

For 2026, 40 statewide ballot measures have been certified for the ballot in 24 states. Over the past two weeks, six new ballot measures have been certified in three states for the 2026 elections.

Signature deadlines for 2025 and 2026

Signatures were verified for two indirect initiatives in Maine, which would appear on the ballot for Nov. 4, 2025. In Nevada, signatures were verified for one indirect initiative, which would appear on the ballot in 2026. As these citizen-initiated measures are indirect, the legislature has the option to pass them outright. Otherwise, voters will decide these ballot initiatives.

Signatures for a veto referendum were filed in Utah. The veto referendum, which would appear on the ballot in 2026, concerns House Bill 267 (HB 267). HB 267 prohibits public employers from recognizing a labor organization as a bargaining agent for public employees. On May 8, the lieutenant governor announced that 251,274 signatures had been verified. There is now a 45-day period for citizens to remove their signatures before the referendum can be certified for the ballot.

The next signature deadlines are July 2, 2025, in Ohio and July 3, 2025, in Washington for initiatives intended for the Nov. 4, 2025, ballot.
