The number of certified statewide ballot measures for both 2025 and 2026 is trending above average compared to previous election cycles as of June 10.
2025 ballot measures
For 2025, 27 statewide ballot measures have been certified in seven states—Colorado, Louisiana, New York, Ohio, Texas, Washington, and Wisconsin. This is seven more than the average of 20 certified measures at this point in the election cycle across odd-numbered years since 2010. Voters have already decided on six of those measures. The other 21 are scheduled for elections on Nov. 4, 2025.
Over the past two weeks, five new measures were certified for the Nov. 4, 2025, ballot—four in Texas, and one in New York:
- New York Use of Mount Van Hoevenberg Sports Complex Land and Acquisition of 2,500 Acres for Adirondack Park Amendment
- Texas Allocate Portion of Sales Tax Revenue to Water Fund Amendment
- Texas Change Membership and Authority of State Commission on Judicial Conduct Amendment
- Texas Denial of Bail for Certain Violent or Sexual Offenses Punishable as a Felony Amendment
- Texas Establish Special Funds for State Technical College System Amendment

2026 ballot measures
For 2026, 45 statewide measures have been certified for the ballot in 27 states. This is 11 more than the average of 38 for this point in an even-numbered-year election cycle since 2010.
Over the past two weeks, two new ballot measures have been certified in two states for the 2026 elections.
- Louisiana Raise Income Limit to $150,000 for Special Property Tax Assessment Amendment
- Nebraska Change State Legislative Term Limits from Two to Three Consecutive Terms Amendment

Signature deadlines for 2025 and 2026
Signatures were verified for two indirect initiatives in Maine, which would appear on the ballot for Nov. 4, 2025. As these citizen-initiated measures are indirect, the legislature has the option to pass them outright. Otherwise, voters will decide these ballot initiatives.

- Maine Require Voter Photo ID and Change Absentee Ballot and Dropbox Rules Initiative (2025)
Signatures for a veto referendum were filed in Utah. The veto referendum, which would appear on the ballot in 2026, concerns House Bill 267 (HB 267). HB 267 prohibits public employers from recognizing a labor organization as a bargaining agent for public employees.
The most signature deadline signature deadline for citizen-initiated ballot measures was January 23, 2025, in Maine. Signatures were submitted for the two indirect initiatives.
The next signature deadlines are July 2 in Ohio and July 3 in Washington for initiatives intended for the Nov. 4, 2025, ballot.
