Ballot measure update: Two indirect initiatives to appear on ballot in Maine, one more legislative referral in Arizona


The number of certified statewide ballot measures for both 2025 and 2026 is trending above average compared to previous election cycles as of July 8.

2025 ballot measures

For 2025, 29 statewide ballot measures have been certified in eight states—Colorado, Louisiana, Maine, New York, Ohio, Texas, Washington, and Wisconsin. This is five more than the average of 24 certified measures at this point in the election cycle across odd-numbered years since 2010. Voters have already decided on six of those measures. The other 23 are scheduled for elections on Nov. 4, 2025.

2026 ballot measures

For 2026, 55 statewide measures have been certified for the ballot in 28 states. This is 12 more than the average of 43 for this point in an even-numbered-year election cycle since 2010.

Over the past two weeks, one new ballot measure has been certified in one state—Arizona—for 2026 elections.

Signature deadlines for 2025 and 2026

The most recent signature deadlines for initiatives targeting the Nov. 4, 2025, ballot were July 2 in Ohio and July 3 in Washington. No campaigns submitted signatures in either state. The next and final signature deadline for 2025 ballot initiatives is August 4 in Colorado.
