The number of certified statewide ballot measures for both 2025 and 2026 is trending above average compared to previous election cycles as of July 22.
2025 ballot measures
For 2025, 29 statewide ballot measures have been certified in eight states—Colorado, Louisiana, Maine, New York, Ohio, Texas, Washington, and Wisconsin. This is four more than the average of 25 certified measures at this point in the election cycle across odd-numbered years since 2010. Voters have already decided on six of those measures. The other 23 are scheduled for elections on Nov. 4, 2025.
Two of the 29 measures on 2025 ballots are citizen-initiated measures, while the other 27 measures were referred to the ballot by state legislatures. The average number of citizen-initiated measures for odd-year elections between 2011 and 2023 was five, while the average number of referred ballot measures was 28 during that same period.
No ballot measures were certified for ballots in 2025 over the last two weeks.

2026 ballot measures
For 2026, 55 statewide measures have been certified for the ballot in 28 states. This is 10 more than the average of 45 for this point in an even-numbered-year election cycle since 2010.
No ballot measures were certified for ballots in 2026 over the last two weeks.
So far, eight of the 55 measures are citizen-initiatives, while the other 47 were placed on the ballot by the state legislature or were automatically referred to the ballot by the state constitution. Between 2010 and 2024, even-year ballots featured an average of 53 citizen-initiated measures and 108 referred ballot measures.

In July 2025, one ballot measure qualified for the 2026 ballot, which is two less than the average of three measures qualifying in July since 2012.
