Ballot measure update: Redistricting measure certified in California for 2025 during past two weeks; no new measures certified for 2026


The California State Legislature voted to send a redistricting amendment to the Nov. 4, 2025, ballot—bringing the total number of certified measures for 2025 to 30, which is equal to the average for odd-numbered year election cycles since 2011.

2025 ballot measures

For 2025, 30 statewide ballot measures have been certified in nine states—California, Colorado, Louisiana, Maine, New York, Ohio, Texas, Washington, and Wisconsin. This is in line with the average of 30 certified measures at this point in the election cycle across odd-numbered years since 2011. Voters have already decided on six of those measures. The other 24 are scheduled for elections on Nov. 4, 2025.

The California State Legislature voted on Aug. 21 to send Proposition 50 to the ballot. The constitutional amendment would allow the state to use a new congressional district map for 2026 through 2030, provided that another state adopts a new map first. The Texas State Legislature approved a new congressional redistricting plan on August 22.

Proposition 50 is the first statewide ballot measure in California to appear during an odd-numbered year since 2005, when Gov. Schwarzenegger called a special election that included Proposition 77, an initiated constitutional amendment that also addressed redistricting.

Two of the 30 measures on the 2025 ballots are citizen-initiated measures, while the other 28 measures were referred to the ballot by state legislatures. The average number of citizen-initiated measures for odd-year elections between 2011 and 2023 was five, while the average number of referred ballot measures was 28 during that same period.

2026 ballot measures

For 2026, 55 statewide measures have been certified for the ballot in 28 states. This is eight more than the average of 47 for this point in an even-numbered-year election cycle since 2010.

No ballot measures were certified for ballots in 2026 over the last two weeks.

So far, eight of the 55 measures are citizen-initiatives, while the other 47 were placed on the ballot by the state legislature or were automatically referred to the ballot by the state constitution. Between 2010 and 2024, even-year ballots featured an average of 53 citizen-initiated measures and 108 referred ballot measures.
