As of Sept. 15, 164 statewide measures had been certified in 40 states — 11 more than the average at this point in even-numbered years from 2014 through 2024. With no additional measures eligible for the November ballot, the final 2026 total is 164: 145 on the November ballot and 19 decided earlier in the year.

Over the past two weeks:

• Three new ballot measures were certified for the ballot in Michigan and Missouri:
  • Michigan Utility and Government Contractor Campaign Finance Regulations Initiative
  • Missouri Proposition A, Congressional Map Referendum
  • Missouri Amendment 6, Initiative and Referendum Powers and Legislative Change Requirements Amendment

• The final pending ballot initiative did not make the ballot. Signatures were submitted for the Require a Four-Fifths Vote for Legislative Ballot Initiative Changes Amendment, but its ballot status remained pending while the Nebraska Supreme Court considered whether it violated the state’s single-subject rule. On Sept. 10, 2026, the court ruled that the initiative violated the rule and could not appear on the ballot.

• No citizen initiatives remain pending signature verification or are eligible for signature submission for the 2026 ballot. No legislatively referred measures are pending.

• Litigation could still result in a judge removing a measure from the ballot or invalidating the results before the election. Historically, an average of one measure has been removed in October during the past decade, although none have been removed that month since 2016, when three were removed in Arkansas.

By this point in even-numbered years from 2014 through 2024, an average of 153 statewide measures had been certified for the ballot. During this period, the average total number of statewide ballot measures certified in an even-numbered year was 153.
