Rep. Dwight Evans announces he will not seek re-election to the U.S. House of Representatives in 2026


Rep. Dwight Evans (D-Penn.) announced on June 30, 2025, that he will not seek re-election to the U.S. House of Representatives in 2026.

On his retirement, Evans said in a statement, “After some discussions this weekend and thoughtful reflection, I have decided that the time is right to announce that I will not be seeking re-election in 2026. I will serve out the full term that ends Jan. 3, 2027. […] I cannot express the gratitude that I have for the trust that voters put in me as their voice in both state and federal office. It has been a privilege of a lifetime to serve as their advocate in government.”

In 2016, Evans ran for his first term in the House in Pennsylvania’s 2nd Congressional District. In the Democratic primary, Evans defeated incumbent Rep. Chaka Fattah (D-Penn.) 42% to 34%. Evans was one of two Democratic challengers to defeat a Democratic incumbent in a primary election that year. In the general election, Evans defeated James Jones (R) 90% to 10%.

In his four subsequent re-election bids, Evans ran in Pennsylvania’s 3rd Congressional District due to court-ordered redistricting. In his two re-election bids, where he ran with major party opposition, he won by 86 percentage points in 2018 and 82 percentage points in 2020. Evans ran without major party opposition in 2022 and 2024.

As of June 24, 2025, independent race forecasters The Cook Political Report and Inside Elections have rated the 2026 general election for the seat Solid Democratic. Sabato’s Crystal Ball rated it Safe Democratic.

As of June 30, 2025, 23 members of the U.S. Congress—seven senators and 16 representatives—have announced they will not seek re-election to their current seats in 2026.

Compared to the last four election cycles, there were 11 retirement announcements at this point in 2024, 14 in 2022, seven in 2020, and nine in 2018.

Between January 2011 and June 30, 2025, Ballotpedia followed 370 announcements from Senate and House members who announced they would not seek re-election. January had seen the highest number of announcements of any month at 69. The fewest announcements took place in August at 15.
