The Missouri State Legislature voted to send a constitutional amendment to the Nov. 3, 2026, ballot that would require voter approval of citizen-initiated constitutional amendments in each congressional district and add language prohibiting foreign nationals and foreign adversaries, as defined in the measure, from spending to support or oppose ballot measures.
2025 ballot measures
For 2025, 30 statewide ballot measures have been certified in nine states—California, Colorado, Louisiana, Maine, New York, Ohio, Texas, Washington, and Wisconsin. Voters have already decided on six of those measures. The other 24 are scheduled for elections on Nov. 4, 2025. There are no outstanding potential measures.
From 2011 to 2023, the average number of statewide ballot measures in an odd-numbered year was between 33 and 34. 2025 will feature a lower-than-average number of citizen initiatives—two ballot initiatives as compared to five. The number of legislative referrals (28) is aligned with the average over the last seven odd-year election cycles.

2026 ballot measures
One ballot measure was certified in Missouri for 2026 over the last two weeks. Missouri voters will be deciding on a legislatively referred constitutional amendment on Nov. 3, 2026, that would:
- require voter approval of citizen-initiated constitutional amendments in each congressional district, rather than statewide;
- add language prohibiting foreign nationals and foreign adversaries, as defined, from spending to support or oppose ballot measures, with penalties for violations; and
- add language regarding penalties for ballot initiative signature petition fraud, among other changes.
So far, 56 statewide ballot measures have been certified for the ballot in 28 states for elections in 2026, including eight measures in six states related to ballot measure processes.
Between 2010 and 2024, even-year ballots featured an average of 53 citizen-initiated measures and 108 referred ballot measures. Signature deadlines for 2026
The next signature deadline is in Utah for indirect initiated state statutes on Nov. 15, 2025. There are currently no indirect initiatives circulating in Utah. A list of each state’s petition requirements and deadlines can be found here.
