Twenty-eight races in 2025 are rematches of a previous contest

In 2025, looking at the elections held so far and those that have yet to happen, 28 races are rematches of contests that previously happened in 2023, 2021, and 2019. Fifteen of the 28 rematches are state legislative elections, and 13 are local elections.

Of the 15 state legislative races, 14 are rematches for a district in the Virginia House of Delegates, and one is a rematch for a district in the Mississippi Senate. Of these races, Democrats won seven, and Republicans won eight. The closest district was District 82 in 2023 between Kim Taylor (R) and Kimberly Adams (D). Taylor won by 0.27% or 78 votes. Additionally, in District 18 between Kathy Tran (D) and Ed McGovern (R), this is the third rematch, as the two competed in 2021 and 2023.

For local elections, partisanship is not always known, as some offices are nonpartisan. However, in local elections where an office is partisan, five were won by Democrats in 2023. In 2023 the closest race was for District 14 of Madison, Wisconsin’s Common Council, when Isadore Knox Jr. defeated Noah Lieberman by just one vote in 2023.Knox won the rematch in 2025, 52% to 48%.

Of the 28 elections, seven have been held already. Among them, the winner when the election was first held won in five, and the losing candidate the first time won in 2025. The candidates who won after losing previously were Cara Spencer, who defeated Tishaura Jones for mayor of St. Louis, Missouri, and Julia Matthews, who defeated Amani Latimer Burris for a seat on the Madison Common Council. Jones defeated Spencer by 4% in 2021, and Spencer defeated her in 2025 by 28%. Burris won by 14% in 2023, and Matthews won by 7% in 2025.
