As of March 17, 81 statewide measures have been certified for the ballot in 33 states, seven more measures than the average number certified at this point in other even-numbered years over the past decade (2014 to 2024).
Here’s an update on the latest ballot measure activity during the past two weeks:
- Ten new measures were certified for the ballot — three in Colorado, three in New Mexico, two in Washington, and two in West Virginia. Five were legislative referrals, and five were citizen-initiated ballot measures.

- Signatures have been submitted and are pending verification for seven citizen-initiated measures in five states:

- California Two-Thirds Vote Requirement for Special Taxes and Charter City Real Estate Transfer Tax Prohibition Initiative

- Enough signatures were verified for 12 indirect initiatives—11 in Massachusetts and one in Maine—to certify them to the legislature:

- Massachusetts Decrease State Income Tax Rate to 4% Initiative

- Massachusetts Legislative Stipend Calculation and Payment Rules Initiative
- Massachusetts Limit on Required Lot Size for Single-Family Homes Initiative

- Massachusetts Permit Same-Day Voter Registration Initiative
- Massachusetts Public Records Requirements for Legislature and Governor’s Office Initiative

The last signature deadline for ballot initiatives was Feb. 15, 2026, in Utah. Signatures were submitted for the Utah Eliminate the Independent Redistricting Commission Initiative. Supporters reported submitting more than 200,000 signatures. At least 140,748 must be verified.
The next signature deadline is April 1 in Idaho, where initiatives related to the sales tax, abortion, medical marijuana, and recreational marijuana have been approved for signature gathering.
By this time during even-numbered years from 2014 through 2024, an average of 74 statewide measures had been certified for the ballot. During this period, the average total number of statewide ballot measures certified in an even-numbered year was 153.
