Texas Gov. Greg Abbott (R) and Attorney General Ken Paxton (R) endorse different candidates in six Republican primary runoff elections on May 28

Ballotpedia identified 10 of the 13 Republican primary runoffs taking place on May 28 as battleground primaries, all but two of which have an incumbent running. 

  • Of the 10, six are races where Gov. Greg Abbott (R) and Attorney General Ken Paxton (R) endorsed different candidates.
  • Six are races where the incumbent finished second in the March 5 primary.
  • Four are races where Abbott and/or Paxton have endorsed a challenger running against an incumbent.

The 13 runoffs are taking place in districts where no candidate won more than 50% of the primary vote.

Missouri voters to decide on first constitutional amendment to prohibit ranked-choice voting (RCV)

On May 17, the Missouri Legislature voted to place a constitutional amendment on the ballot that would prohibit non-citizen voting and the use of ranked-choice voting (RCV) in elections. While nine states have banned the use of RCV statewide, if the measure is approved, Missouri would be the first state to enact an RCV ban via ballot measure.

Elections held in 11 states on Tuesday

Here’s a summary of what was on the ballot on Tuesday:

  • Kentucky and Oregon held presidential primaries.
  • Georgia, Idaho, Kentucky, and Oregon held primaries for the U.S. House of Representatives. 
  • California held a special general election for U.S. House California District 20.
  • Oregon held three statewide primaries for attorney general, secretary of state, and treasurer.
  • Georgia, Idaho, Kentucky, and Oregon held state legislative primaries.
  • Georgia, Idaho, and Oregon held state supreme court elections. Georgia and Idaho held nonpartisan general elections, while Oregon held a nonpartisan primary election to decide who will run in the Nov. 5 general election.
  • Georgia, Idaho, and Oregon held intermediate appellate court elections.
  • Georgia held school board primaries in 150 counties that Ballotpedia covers, and New York held a general election for Lackawanna City School District, and Montgomery County, Kentucky, held a special school board election. 
  • Florida, Georgia, Idaho, Kentucky, and Oregon held municipal elections within Ballotpedia’s coverage scope, and Florida, Kentucky, and Oregon held special elections for local offices.
  • Voters in Kamiah, Idaho, decided whether to recall Mayor Betty Heater.

Abortion measure update: four states confirmed to vote on the issue in November, eight more could join them

Voters in as many as a dozen states could be voting on abortion-related ballot measures this November. Here’s an update on where votes will occur, and where campaigns are still underway:

  • Measures in Colorado, Florida, Maryland, and South Dakota have been certified for the ballot. 
  • Officials are verifying petition signatures in Missouri and Nevada. 
  • Measures are either in the signature-gathering phase, undergoing legislative votes, or under legal review in six other states.
