First half of 2024 sees historic spike in recall efforts against elected officials

In the first half of 2024, Ballotpedia tracked the highest number of officeholders targeted for recall and the highest number of officeholders removed from office by mid-year since tracking began in 2014. From January 1 through June 28, 2024, there were 164 recall efforts launched against 266 officeholders, resulting in 38 officials being successfully recalled.

City council members were the most targeted group, with 110 members facing recall petitions. They were also the most targeted group at the halfway point in 2023, while school board members drew the most recall petitions by mid-year in 2021 and 2022.

California and Michigan tied as the states with the most officials targeted in recall efforts with 57 each. Michigan had the most officials targeted for recall in 2022 and 2023, while California had the most from 2019 to 2021.

Several notable officials were targeted for recall in the first half of 2024. Two efforts to recall Wisconsin State Assembly Speaker Robin Vos (R) were launched: the first attempt failed to gather sufficient signatures for an election, while the second was disqualified due to improper signature collection timing. In Alameda County, California, District Attorney Pamela Price became the first DA in county history to face a recall election after an attempt launched in 2023 successfully made the ballot. The election is scheduled for November 5, 2024.

In this report, Ballotpedia also highlighted three other noteworthy recall campaigns:

  • An effort against city council members Charles Allen and Brianne Nadeau in Washington, D.C.
  • A recall election against Temecula Valley Unified School District Board of Education member Joseph Komrosky in California.
  • An effort against Juneau Borough School District board members Emil Mackey and Deedie Sorensen in Alaska.
