In this week’s Ballot Bulletin, we cover 111 bills state legislatures acted on since our last edition.
Legislative highlights
- Seventeen bills have been approved since our last edition. Three hundred forty-three bills have been enacted so far in 2024, compared to 551 in 2023 and 198 in 2022.
- State legislatures acted on 48 bills this week, 22 fewer than last week.
- Democrats sponsored 70 (63.1%) of the bills active over the past two weeks, and Republicans sponsored 25 (22.5%) bills. Fifteen (13.5%) bills had bipartisan sponsorship, and one bill (0.9%) had sponsors other than Democrats or Republicans, such as committees or nonpartisan legislators.
- Ninety-two (82.9%) of the bills active over the past two weeks are in states with Democratic trifectas, seven (6.3%) are in states with Republican trifectas, and 12 (10.8%) are in states with a divided government.
- Thirty-three bills passed one or both chambers or were enacted during the past two weeks. Fifty-three were in Democratic trifectas, and of those, Democrats sponsored 46. Seven were in states with a Republican trifecta, and of those, four were Republican-sponsored.

States have enacted 343 bills so far this year, compared to 551 bills in 2023 and 198 in 2022. The chart below shows the number and partisan sponsorship of enacted bills in 2024, 2023, and 2022.
Seventy-four of the election-related bills passed this year (21.6%) are in states with Democratic trifectas, 214 (62.4%) are in states with a Republican trifecta, and 55 (16%) are in states with a divided government. Of all the election-related bills introduced this year, 1,143 (30%) are Democrat-sponsored bills in Democratic trifecta states. Republicans sponsored 798 (21%) bills in states with Republican trifectas.

Of all the election-related bills introduced this year, 1,761 (46.8%) are in states with Democratic trifectas, 1,357 (36.1%) are in states with Republican trifectas, and 643 (17.1%) are in states with divided governments.
Of all active bills in 2023, 42% were in states with Democratic trifectas, 43.8% were in states with Republican trifectas, and 14.2% were in states with divided governments. In 2022, 37.8% of bills were in states with Democratic trifectas, 30.4% were in states with Republican trifectas, and 31.8% were in states with divided governments.
