Three candidates running in general election for Florida’s 13th Congressional District on Nov. 5


Incumbent Anna Paulina Luna (R), Whitney Fox (D), and Tony D’Arrigo (No Party Affiliation) (Write-in) are running in the general election for Florida’s 13th Congressional District on Nov. 5, 2024.

Politico’s Kimberly Leonard, Mia McCarthy, and Kierra Frazier wrote, “As the state has gotten more Republican — and Gov. Ron DeSantis pushed through a GOP-friendly map that wiped out battlegrounds — this Pinellas County district is effectively the only seat getting any national attention. …Nevertheless, it’s the only district in Florida that the Democratic Congressional Campaign Committee has targeted as part of its “Red to Blue” initiative, meaning it might be Democrats only chance to flip a seat in the Sunshine State.”

Luna first ran for Congress in 2020 and lost to then-incumbent Charlie Crist (D) 53.0% to 47.0%. In 2022, Luna defeated Eric Lynn (D) 53.1% to 45.1% in the first election following redistricting after the 2020 census. Under the new map, the district includes much of Pinellas County and no longer includes parts of St. Petersburg. Before she was elected, Luna served in the U.S. Air Force and worked as the National Hispanic Outreach Director for Turning Point USA. Luna says she supports America First policies, a term often associated with former President Donald Trump (R) and his platform. Luna’s campaign website says she supports policies to limit government dependency, taxation, and overregulation: “As someone who has lived experience with the problems that plague many of America’s communities, especially low-income and minority ones, I am committed to showing people that there is another way and that big government is primarily the problem, not the solution.”

Fox was the communications and marketing director at the Pinellas Suncoast Transit Authority.

In Ballotpedia’s Candidate Connection survey, Fox said she “understands the hardships facing Florida families. She believes it’s time we had a representative focused on supporting hard working Americans, protecting our fundamental freedoms – including a woman’s right to make her own healthcare decisions, and increasing opportunities for everyone in Pinellas County.” To read the rest of Fox’s survey response, click here.

Based on third quarter campaign finance reports filed with the Federal Election Commission, Luna has raised $3.1 million and spent $2.8 million, and Fox has raised $2.1 million and spent $2 million.

As of October 22, three major election forecasters rated the election Likely Republican. One rated the race Lean Republican. Florida’s 13th Congressional District is one of 34 congressional districts with a Republican incumbent or an open seat the Democratic Congressional Campaign Committee (DCCC) is targeting in 2024.
