At the end of November, congressional approval was at 20% and disapproval was at 69%. The lowest approval rating the 119th Congress has received is 14%, last seen on Nov. 10, 2025. The highest approval rating it has received is 37%, last seen on July 1, 2025.
At this time during Trump’s first term in office, presidential approval was three points lower at 39%, and congressional approval was five points lower at 15%.
