President Donald Trump (R) and the 119th Congress saw their lowest approval ratings of Trump’s second term in November


At the end of Nov., approval polling averages showed President Donald Trump (R) at 42% approval, the lowest of his second term. Fifty-five percent of voters disapproved of his performance. The highest approval rating Trump has received is 54%, last seen on Jan. 22, 2025.

At the end of November, congressional approval was at 20% and disapproval was at 69%. The lowest approval rating the 119th Congress has received is 14%, last seen on Nov. 10, 2025. The highest approval rating it has received is 37%, last seen on July 1, 2025.

At this time during Trump’s first term in office, presidential approval was three points lower at 39%, and congressional approval was five points lower at 15%. At this point during the Biden administration, presidential approval was the same at 42%, and congressional approval was one point lower at 20%.
