Incumbent Kweisi Mfume (D), Mark Conway (D), Tashi Davis (D), and Theo Gillespie (D) are running in the Democratic primary for Maryland's 7th Congressional District on June 23, 2026. As of May 2026, Mfume and Conway led in fundraising and local media attention.
Local radio station WBAL's Katarina Hein said the race "is expected to center on experience versus new leadership in Baltimore’s representation in Washington." Local radio station WYPR's John Lee said Conway "feels [Mfume's] not doing enough to both confront President Trump and deal with issues from people’s energy bills to mental health ... he hopes to tap into growing disenchantment within the Democratic party." Hein said Mfume "plans to focus on his record and the work he continues to do for Baltimore residents rather than the politics of the campaign." In the 2024 primary, Mfume defeated Davis 88.4%–11.6%.
Mfume was elected in 1986 and resigned in 1996 to serve as president of the National Association for the Advancement of Colored People. He was elected again in 2020. Mfume's campaign website says he has "codified and tripled the budget of the only federal agency tasked with promoting the growth and competitiveness of minority-owned businesses (the Minority Business Development Agency), brought back billions of dollars in COVID-19 relief money to his Maryland District, and helped countless constituents with his constituent services efforts."
Conway was elected to the Baltimore City Council in 2020. He earlier worked as a staffer for mayors Stephanie Rawlings-Blake (D) and Catherine Pugh (D) and as executive director of the Baltimore Tree Trust. Conway's campaign website says he has "seen how Washington policies shape the daily lives of Baltimore families, how City Hall too often fails to deliver, and how communities suffer when accountability breaks down. I know how to fight for resources, how to make government work, and how to stand up to powerful interests."
As of May 2026, major election forecasters rated the general election Solid/Safe Democratic. In 2024, Mfume defeated Scott Collier (R) 80.3%–17.2%.
