Incumbent Adam Gray (D) and Kevin Lincoln II (R) are running in the general election for California's 13th Congressional District on November 3, 2026.

FOX26's Liz Gonzalez said, "The 13th Congressional District has been among the most closely watched races across the nation in recent elections—and this year likely won’t be any different. While the district has historically leaned Democrat, that doesn’t always guarantee a clear pathway." In 2024, Gray defeated then-incumbent John Duarte (R) by 187 votes out of more than 210,000 cast. As of July 2026, major election forecasters rated the general election Lean Democratic or Tilt Democratic.

The election is taking place in the context of redistricting that changed the district lines from those used in 2024. Inside Elections' Nathaniel Rakich said, "The proposal adds the city of Stockton to the district, pushing it from an evenly divided Baseline to D+6. However, as Latino voters have shifted right in recent years, this district has gotten better for Republicans."

Gray was first elected to the House in 2024 and earlier served 10 years in the California Assembly. In a statement, Gray said, "I’m proud of my record. The Valley doesn’t need more politicians trying to score partisan points in Washington. We need results. I’ve proven I’ll work with anyone, Democrat or Republican, if it means lowering costs, strengthening our farms and small businesses, and making life better for Valley families. That’s exactly what I’ll keep doing."

Lincoln is a U.S. Marine Corps veteran, security company executive, and pastor who served as mayor of Stockton from 2021 to 2024. Lincoln ran unsuccessfully to represent the 9th District in 2024, losing to incumbent Josh Harder (D) 51.8%–48.2%. Lincoln's campaign website said, "Washington's policies and partisanship is making life harder for the Valley. D.C. politicians have done little to address the cost of groceries, gas, and housing for Valley families. Now more than ever, we need a leader who will put people before politics."

The outcome of this race will affect the partisan balance of the U.S. House of Representatives in the 120th Congress. All 435 U.S. House districts are up for election.

Currently, Republicans have a 219-212 majority with four vacancies in the chamber.

As of May 13, 2026, Gray had raised $3.59 million. As of June 18, 2026, Lincoln had raised $1.58 million.
