Incumbent Michael Lawler (R/Conservative Party), Cait Conley (D), and Effie Phillips-Staley (Working Families Party) are running in the general election for New York's 17th Congressional District on November 3, 2026.

NOTUS' Kadia Goba said, "Lawler has worked to build a political identity as an independent-minded moderate whose accessibility and relentless constituent services fits with the purple district just north of the Democratic stronghold of New York City. ... While [Conley] deals with pressure to move to the left, [she] needs to make some inroads with independents and the Orthodox Jewish community in Rockland County, which traditionally votes as a bloc."

There are eight Republican-held U.S. House districts up for election in 2026 that Kamala Harris (D) won in the 2024 presidential election. Lawler defeated incumbent Sean Maloney (D) 50.3%–49.7% under different district lines in 2022 and won re-election 52.1%–45.8% in 2024. That year, Kamala Harris (D) defeated Donald Trump (R) 49.9%–49.3% in the 17th District. As of July 2026, major election forecasters rated the general election Toss-up or Lean Republican.

Lawler represented the 97th District in the New York Assembly for two years before his election to the House. He earlier worked as a staffer for Westchester County Executive Rob Astorino (R) and as executive director of the New York Republican State Committee. Lawler's campaign website says he is "[c]onsistently rated as one of the most bipartisan and effective Members of Congress by independent, non-partisan observers ... Mike has fought to hold radical politicians in Albany and New York City accountable, so they stop using Hudson Valley taxpayers as their own personal ATM."

Conley is a U.S. Army veteran who earlier served on the White House National Security Council under President Joe Biden (D) and at the Cybersecurity and Infrastructure Security Agency. Conley's campaign website said, "The same politicians who created this mess won’t be the ones who fix it. She has the courage to do what’s right, the strength to fight and win against Donald Trump and his enablers like Mike Lawler, and the leadership to deliver results on Day One."

As of June 30, 2026, Lawler had raised $8.17 million, Conley had raised $4.32 million, and Phillips-Staley had raised $787,000.

The outcome of this race will affect the partisan balance of the U.S. House of Representatives in the 120th Congress. All 435 U.S. House districts are up for election.

Currently, Republicans have a 219-212 majority with four vacancies in the chamber.
