For 2024, 158 statewide ballot measures have been certified for the ballot in 41 states, which is four above the average (154) for this point in the election cycle from 2012 to 2022. The average number of statewide ballot measures certified for an even-numbered year during this period was 157. In 2022, 140 measures were certified for state ballots.
Here’s an update on the ballot measure activity during the past two weeks.
Twelve ballot measures were certified in five states—Colorado, Missouri, Montana, Nebraska, and Utah:
- Colorado Constitutional Right to School Choice Initiative
- Colorado Parole Eligibility Initiative
- Colorado Peace Officer Training and Support Fund Initiative
- Colorado Property Tax Valuation Reduction Initiative
- Colorado Top-Four Ranked-Choice Voting Initiative
- Colorado Veterinary Professional Associate Initiative
- Missouri Amendment 5, Osage River Gambling Boat License Amendment
- Montana CI-126, Top-Four Primary Initiative
- Montana CI-127, Majority Vote Required to Win Elections Initiative
- Nebraska Right to Abortion Initiative
- Nebraska Prohibit Abortions After the First Trimester Amendment
- Utah Allow Legislative Alteration of Ballot Initiatives and Ban Foreign Contributions Amendment
Two ballot initiatives were withdrawn in Colorado after legislators compromised with initiative proponents to pass property tax legislation. Those initiatives were:
- Colorado Property Tax Valuation Reduction Initiative
- Colorado Property Tax Valuation Reduction Initiative
Signatures have been submitted and are pending verification for four initiatives in two states: Arkansas and Nebraska.
- Arkansas Medical Marijuana Expansion Initiative
- Nebraska Authorize State Treasurer to Administer Education Scholarship Program Referendum
- Nebraska Medical Marijuana Legalization Initiative
- Nebraska Medical Marijuana Regulation Initiative
