President Donald Trump (R) has issued most executive orders of any 21st century president


Across his first and second term, President Donald Trump (R) has issued 301 executive orders. This is more than any other president in the 21st century.

Looking at his second term in office, the number of executive orders Trump has issued following his swearing-in (81) is higher than Obama, Bush, Biden, and Trump’s first term in office.

Among all U.S. presidents, Trump has issued the 15th-most executive orders with 301 orders across his two terms in office. Franklin D. Roosevelt (D) issued the most of all U.S. presidents with a total of 3,721 executive orders during his time in office. William Henry Harrison (Whig) issued the fewest, having issued none during his one month in office. Three presidents issued only one executive order each: James Madison (Democratic-Republican), James Monroe (Democratic-Republican), and John Adams (Federalist).
