September saw President Donald Trump’s (R) second-lowest monthly executive order total


President Donald Trump (R) issued 11 executive orders in September, bringing his second-term total to 209. This is the second-fewest executive orders he has issued in any month of this term. To view each order he issued in September, click here.

So far this term, Trump issued the fewest executive orders in June 2025 with nine orders, and he issued the most in January 2025 with 46 orders. September’s total of 11 orders is down six from August, when he issued 17.

Trump’s executive order total in the first nine months of his second term (209) has almost reached the total number of executive orders he issued across all four years of his first term (220).

Among all U.S. presidents, Trump has issued the 10th-most executive orders with 429 orders across his two terms in office. Franklin D. Roosevelt (D) issued the most with 3,721 executive orders. William Henry Harrison (Whig) issued none during his one month in office, the fewest of any president. Three presidents issued only one executive order each: James Madison (Democratic-Republican), James Monroe (Democratic-Republican), and John Adams (Federalist).
