Both candidates running in the Nov. 5, general election for North Carolina Secretary of State —  incumbent Elaine Marshall (D) and Chad Brown (R) — completed Ballotpedia’s Candidate Connection survey. These survey responses allow voters to hear directly from candidates about what motivates them to run for office and how they intend to govern.

North Carolina’s Secretary of State oversees the economic and business-related operations of the state government. The office does not oversee the state’s elections.

Here are Marshall and Brown’s responses to the question: Please list below 3 key messages of your campaign. What are the main points you want voters to remember about your goals for your time in office?

Marshall: 

• We’ve worked tirelessly to streamline processes, cut red tape, and make it easier for entrepreneurs to thrive while ensuring transparency, cybersecurity, and access to critical resources.
• We’re working everyday to empower local communities through targeted initiatives, like the Rural RISE program, which fosters sustainable growth and creates opportunities for entrepreneurship. By connecting rural businesses with essential resources, mentorship, and funding options, we can help them overcome challenges, enhance their competitiveness, and contribute to the overall economic vitality of North Carolina.
• As a former teacher, investing in education and workforce development is crucial for the economic revitalization of rural areas. By enhancing educational opportunities and providing training programs that align with local industry needs, we can equip our workforce with the skills necessary for the jobs of tomorrow, attract new businesses, and ensure that our rural communities can thrive in a rapidly changing economy

Brown:

• Establishing conservative, common-sense leadership in the Secretary of State office is crucial. We need a leader who prioritizes transparency, accountability, and efficiency in government operations. Additionally, I will institute a robust economic development initiative to attract businesses, create jobs, and foster a thriving economy. Together, we can build a stronger future for our state based on conservative principles and smart economic policies.
• As your Secretary of State, I will prioritize transparency and accountability, ensuring that government actions are open and accessible to the public. I am committed to eliminating wasteful spending and ensuring that taxpayer dollars are used wisely and efficiently. Together, we can create a government that operates with integrity and fiscal responsibility, working towards a better future for all North Carolinians.
• I will tirelessly remove unnecessary burdens and cut red tape, creating an efficient and streamlined process for entrepreneurs and small businesses. I will also prioritize investigating and enforcing intellectual property rights, protecting the innovations and creations of our business community. Together, we can foster a business-friendly environment that encourages growth, innovation, and economic prosperity for all.

North Carolina currently has a Democratic triplex, with Democrats controlling the offices of the governor, secretary of state, and attorney general. All three offices are up for election in 2024. 

The secretary of state is a state-level position in 47 states. Voters elect the secretary in 35 states, and the governor or the state legislature appoints the secretary in the other 12.
